CPTED stands for Crime Prevention Through Environmental Design and it is a good thing how a house and property is maintained can lead to a reduction in crime and a better quality of life for residents.
An owner or renter can make a home more secured and create a neighborhood that does not invite and support crime by following some very simple guidelines.

Nuisance Abatement Process
What is Nuisance Abatement?
The Nuisance Abatement Division (NAD) investigates complaints of places that are alleged locations of drug, prostitution and gang activity and serve notices on owners who allow illegal activities to occur at residential and business properties.
Nuisance Abatement Process
1. Identify the problem property.
The division uses six basic sources to identify nuisance properties:
- Resident complaints
- Citizens Action Center
- Community Redevelopment Agency (CRA) Advisory Board
- Community Policing
- Manatee County Sheriff’s Office
- Newspaper
2. Research property/owner.
When we get a complaint, we investigate the property. We look at:
- History of criminal activities
- Current Ownership status
- Homestead / Rental
- Foreclosure
- Evictions
- Code Enforcement violations
- Tax status
3. Monitors activity.
The NAD monitors the activities over a period of time and develops a documented history of criminal activity patterns that confirm the type of problems at a property.
4. Serves notice to owner.
If we find evidence of criminal activity, we serve notice on the property owner. We inform the owner of the type of activity, provide resources and work with the owner to eliminate the problem. We gather information on activities, contact the property owner, explain the problem and offer resources to stop the criminal activity.
5. Nuisance Abatement Board.
When a property owner fails to correct the problem, the NAD may present the case at a hearing before the Manatee County Criminal Nuisance Abatement Board. If the owner is found in non-compliance the NAB is authorized to issue fines and monitor the property for an extended period of time.
Pain Management
The Board of County Commissioners recently enacted Ordinance No. 12-14, for the licensing and regulation of Pain Management Clinics in Manatee County. Pain Management Clinics are now required to apply for operational permits issued by Manatee County Building and Development Services Department.
