The County Administrator is appointed by the Board of County Commissioners, and is responsible for carrying out the policies and directives of the Commission and for the development and management of the County's annual operating and capital improvement budgets.
The County Administrator is also responsible for the supervision and management of department directors, and for ensuring that all agreements, leases and other contractual obligations of the Commission are properly performed. The Board of County Commissioners may also direct the County Administrator and staff to complete special projects and assignments that do not fall within the established responsibilities of County Departments.

Charles (Charlie) Bishop was raised to believe in his country as a third-generation military veteran. At 18 he joined the United States Air Force where he earned his Masters Degree in Public Administration. After 20 years of service, and as a retired veteran, Charlie found another way to serve. In 2001 he started his career as a Project Manager and found a place to call home in Manatee County.
In 2002, Charlie was ready to take his passion for his work to the next level and earned his Project Management Professional (PMP) Certification from the Project Management Institute. Charlie’s determination to make a difference grew, and through education and experience he soon advanced his career into management. In addition to his role as a Project Manager, he has served as the Facilities Services Manager, Infrastructure Division Manager, Construction Services Division Manager and nearly 12 years as the Director of Property Management before the Board of County Commissioners appointed him as the County Administrator on September 12, 2023.
