Manatee County is inviting citizens and agency comments on the draft Substantial Amendments to the 2018/19, 2019/20, 2020/21, 2022/23, 2023/24 & 2024/25 Annual Action Plans.
The Substantial Amendments to the 2018/19, 2019/20, 2020/21, 2022/23, 2023/24 & 2024/25 Annual Action Plans delineate funding changes to old projects in order to be able to fund newly identified activities that are more aligned with the current needs of the community, namely:
- Manatee County 2023/24 Homeownership Assistance Program
- 23171 HOPE Family Services, Inc. - Domestic Violence Shelter Rehabilitation Project
- 22610 2023/24 Salvation Army - HOME Tenant-Based Rental Assistance (TBRA)
- HOME Community Housing Development Organization (CHDO) Homeownership Development Initiatives
Written comments on Manatee County’s draft Substantial Amendments will be accepted through a 30-day Citizen Comment Period between December 30, 2024, and January 29, 2025.

Summary of Substantial Amendment to the 2018/19 Annual Action Plan
The 2018/19 Action Plan substantial amendment also reallocates the balance of uncommitted CDBG funds of $3,748.43 from 2018 CDBG Grant to the 2023 Activity # 553 - 2023/24 Homeownership Assistance Program, currently funded at $300,000.00 from 2023 CDBG. The total amount of CDBG funds committed to this project will be $601,396.90.
Summary of Substantial Amendment to the 2019/20 Annual Action Plan
The 2019/20 Action Plan substantial amendment also reallocates the balance of uncommitted CDBG funds of $38,199.53 from 2019 CDBG Grant to the 2023 Activity # 553 - 2023/24 Homeownership Assistance Program, currently funded at $300,000.00 from 2023 CDBG. The total amount of CDBG funds committed to this project will be $601,396.90.
Summary of Substantial Amendment to the 2020/21 Annual Action Plan
The 2020/21 Action Plan substantial amendment reallocates the balance of uncommitted CDBG funds of $259,448.94 from 2020 CDBG Grant to the 2023 Activity # 553 - 2023/24 Homeownership Assistance Program, currently funded at $300,000.00 from 2023 CDBG. The total amount of CDBG funds committed to this project will be $601,396.90.
Summary of Substantial Amendment to the 2022/23 Annual Action Plan
The 2022/23 Action Plan substantial amendment reallocates the balance of completed CDBG activity 529 - 2023/24 CDBG Administration & Planning in the amount of $65,586.70 to fund a new non-congregate shelter project 23171 HOPE Family Services, Inc. Domestic Violence Shelter Rehabilitation in the amount of $65,586.00 from 2022 CDBG. The total amount of CDBG funds committed to this project will be $341,216.00.
Summary of Substantial Amendment to the 2023/24 Annual Action Plan
The 2023/24 Action Plan substantial amendment reallocates the balances of completed CDBG activities 541 – 22776 2023/24 Gulfcoast Legal Housing Legal Service in the amount of $46,570.20 and 544 - 2023/24 CDBG Administration & Planning in the amount of $229,060.73 to fund a new non-congregate shelter project 23171 HOPE Family Services, Inc. Domestic Violence Shelter Rehabilitation in the amount of $275,630.00 from 2023 CDBG. The total amount of CDBG funds committed to this project will be $341,216.00.
The 2023/24 Action Plan substantial amendment also reallocates the balances of uncommitted CDBG funds of $3,748.43 from 2018 CDBG Grant, of $38,199.53 from 2019 CDBG Grant, and of $259,448.94 from 2019 CDBG Grant to the 2023 Activity # 553 - 2023/24 Homeownership Assistance Program, currently funded at $300,000.00 from 2023 CDBG. The total amount of CDBG funds committed to this project will be $601,396.90.
Lastly, the 2023/24 Action Plan substantial amendment cancels the HOME activity 549 – 22750 2023/24 CAN Community Health - HOME Tenant-Based Rental Assistance (TBRA) activity funded at $188,400.00. Of the funds available, $100,000.00 will be transferred to 22610 2023/24 Salvation Army - HOME Tenant-Based Rental Assistance (TBRA). The total amount of HOME funds committed to this project will be $308,900.00. The remaining $88,400.00 available will be transferred to a new project to be created called 2023 HOME Community Housing Development Organization (CHDO) Homeownership Development Initiatives, which will support the development of new low-income homeownership units.
Summary of Substantial Amendment to the 2024/25 Annual Action Plan
The 2024/25 Action Plan substantial amendment cancels the HOME activity 23090 2024/25 Jewish Family and Children Services of the Suncoast – Building Strong Families Rental Assistance (HOME TBRA) activity and transfers the funded of $150,000.00 to a new project to be created called 2024/25 HOME Community Housing Development Organization (CHDO) Homeownership Development Initiatives, which will support the development of new low-income homeownership units.
