Invite for Public Comment & Public Hearing Manatee County FY2024/25 Annual Action Plan Substantial Amendments to 2019/20, 2021/22 and 2022/23 Annual Action Plans

Manatee County is inviting citizens and agency comments on the draft 2024/25 Annual Action Plan, and Substantial Amendments to the 2019/20, 2021/22 and 2022/23 Annual Action Plans.

The 2023/24 Annual Action Plan details the actions and projects identified by Manatee County to carry out the priorities identified in the 2023-2027 Consolidated Plan for allocating $1,795,567.00 in Community Development Block Grant (CDBG), $548,806.00 in HOME Investment Partnership (HOME), and $162,355.00 in Emergency Solutions Grant (ESG) funds. A total of 19 projects were identified to be carried out during the 2023/24 program year.

The Substantial Amendments to the 2019/20, 2021/22 and 2022/23 Annual Action Plans delineates funding changes to old projects in order to be able to fund newly identified activities that are more aligned with the current needs of the community, namely:

  2. 23110 St. Vincent de Paul Cares - Safer Emergency Housing Alternative (SEHA)
  3. 23094 Bright Community Trust - Ninth Street Apartments Construction (Rental Development)
  4. 23098 Manatee County Habitat for Humanity -Kings Cross Place Construction (Homeowner Development)

Summary of Substantial Amendment to the 2019/20 Annual Action Plan

The 2019/20 Action Plan substantial amendment creates two new activities with available CDBG-CV funds: 23106 Turning Points - CDBG-CV Non-Congregate Shelter #2 in the amount of $160,000.00, and 23110 St. Vincent de Paul Cares - Safer Emergency Housing Alternative (SEHA) in the amount of $130,000.00. The CDBG-CV grant still has an unallocated balance of 319,421.00 to be allocated to activities that prevent, prepare for, and respond to the effects of the coronavirus pandemic (COVID-19) at a future Substantial Amendment.

Summary of Substantial Amendment to the 2021/22 Annual Action Plan

The 2021/22 Action Plan substantial amendment creates activity 23098 Manatee County Habitat for Humanity -Kings Cross Place Construction under the HOME CHDO Set-Aside Project in the amount of $225,000.00 in HOME CHDO funds. This activity will also be funded with $143,926.00 2024/25 HOME CHDO, plus $181,074.00 in HOME Program Income.

Summary of Substantial Amendment to the 2022/23 Annual Action Plan

The 2022/23 Action Plan substantial amendment cancels the HOME activity 2022/23 Housing Rehabilitation and Replacement activity and transfers $507,852.00 in HOME funds, plus $242,129.00 in HOME Program Income to 23094 Bright Community Trust - Ninth Street Apartments Construction.

Summary of 2024/25 Annual Action Plan

The Action Plan includes an estimate of available resources from private and public sources to address identified needs; a description of the priorities and specific objectives to be addressed in this program year; a summary of the eligible programs or projects that Manatee County will undertake to address the needs; a description of the geographic areas of the County in which assistance will be directed; a description of the projects to address the needs of the homeless, at-risk and special needs populations; the plans to reduce the number of poverty level families; and the standards in which the County will monitor its housing and community development projects.

Use of Funds

Community Development Block Grant (CDBG)

  1. 23080   AM and FM Enterprise, Inc. - 2024/25 Allean’s Loving Care – $30,000.00

    Project will provide in-home care and companionship to elderly adults with special needs.

  2. 23074   Centerstone of Florida - Samoset Com Res Center Phase 3 - $300,000.00

    The funding will be used to complete the Samoset Community Resource Center (CRC) renovations that will offer unified community services on substance abuse and mental health.

  3. 23091   Feeding Tampa Bay - Primary Schools and Boys and Girls Club Nutrition Program – $32,330.00

    The project will provide needed additional funds to support After School Meal Program (AMP) and Summer Food Service Program (SFSP) at Manatee Elementary, Roger's Garden Elementary, Desoto Boys & Girls Club and the Palmetto Boys & Girls Club.

  4. 23068   Meals on Wheels - 2024/25 Unfunded Senior Meals – $50,000.00

    Funding will be provided to pay for meals for eligible elderly residents located in the designated R/ECAP areas of unincorporated Manatee County.

  5. 23105   Gulfcoast Legal Services - 2024/25 Housing Legal Services - $85,000.00

    The project will provide legal services to low- and moderate-income residents for housing related issues.

  6. 23069   Manatee Children's Services Inc. - Foster Children Shelter Facility Rehabilitation (Boy's Home 1) – $202,125.00
  7. 23156   Manatee Children's Services Inc. - Foster Children Shelter Facility Rehabilitation (Boy's Home 2) - $205,000.00

    The projects will rehabilitate facility which houses up to 6 long-term foster children ages 10-17 who have been removed from their homes due to abuse or neglect each.

  8. 23102   Turning Points - 2024/25 Project Smile – $72,000.00

    The project will provide access to uninsured low-income Manatee County residents to high-quality free dental care and oral prosthetics.

  9. 23101   Manatee County Department of Public Works – Sidewalk Improvements - $250,000.00

    Sidewalk design and construction on eligible CDBG low- and moderate-income areas.

  10. 23137   Manatee County Department of Public Safety - CDBG Code Enforcement – $207,227.00

    Enhanced code enforcement initiatives on eligible CDBG low- and moderate-income areas.

  11. Manatee County Community Development Division (CVS) - 2024/25 CDBG Administration and Planning - $359,110.00

HOME Investment Partnership Program (HOME)

  1. 23094   Bright Community Trust - Ninth Street Apartments Construction - $750,000.00($507,852.00 2022/23 HOME, and $242,129.00 HOME Program Income)

    The project will subsidize a portion of the development costs for 134 affordable rental units planned for the Ninth Street Apartments, located on 5420 10th Lane East, Bradenton FL 34203.

  2. 23090   Jewish Family and Children's Service of the Suncoast - Building Strong Families Rental Assistance Program – $150,000.00

    The project will provide Tenant-Based Rental Assistance, rental and utility deposits as needed to low- and moderate-income Manatee County working families with school-aged children.

  3. 23098   Manatee County Habitat for Humanity -Kings Cross Place Construction - $550,000.00 ($143,926.00 2024/25 HOME CHDO, $225,000.00 2021/22 HOME CHDO, and $181,074.00 HOME Program Income)

    The project will subsidize a portion of the development costs of 27 new homeowner houses for income eligible families (up to 80% of AMI), located on 3603 -3678 Kings Cross Place, Bradenton FL 34203.

  4. 23104   Turning Points - Rental Assistance Program HOME – $200,000.00

    The project will provide Tenant-Based Rental Assistance, rental and utility deposits as needed to low- and moderate-income Manatee County residents.

  5. Manatee County Community Development Division (CVS) - 2024/25 HOME Administration and Planning - $54,880.00

Emergency Solutions Grant Program (ESG)

  1. Suncoast Partnership to End Homelessness, Inc. Continuum of Care - 2024/25 CoC ESG Programming Sub-Award - $150,185.00

    Funding may provide homeless prevention, rapid-rehousing, shelter operations or homeless outreach to at-risk populations.

  2. Suncoast Partnership to End Homelessness, Inc. Continuum of Care - 2024/25 CoC ESG Administration Sub-Award - $8,000.00

    Funding will be provided for personnel and related costs for the general oversight and administration of the ESG program.

  3. Manatee County Community and Veterans Service -2024/25 ESG Administration and Planning - $4,170.00

    Funding will be provided for personnel and related costs for the general oversight and administration of the ESG program.


HOME Investment Partnership Program – American Rescue Plan (HOME-ARP)

  1. 23067 Blue CASL Manatee, LLC - Cedar Cove Development - $190,000.00

    The project will support the construction of 80 new units of affordable rental housing, of which 40 units will be Permanent Supportive Housing for individuals that meet the status of HUD's Qualifying Populations, located on 600 Orlando Ave, Bradenton FL.

  2. 23076 The Salvation Army - HOME-ARP Operational Expenses - Under One Roof – $118,130.00

    The project will provide needed operation funds for the opening of the Under One Roof Family Homeless Shelter, which will provide case management and shelter to families that meet the status of HUD's Qualifying Populations.

  3. 23079 The Salvation Army - HOME-ARP Capacity Building - Under One Roof – $118,130.00

    The project will provide needed capacity building funds for the opening of the Under One Roof Family Homeless Shelter., which will provide case management and shelter to families that meet the status of HUD's Qualifying Populations.

  4. 23107 Turning Points - Rental Assistance HOME-ARP – $400,000.00

    The project will provide Tenant-Based Rental Assistance, utility assistance, rental and utility deposits as needed to families that meet the status of HUD's Qualifying Populations.

  5. 23070 The Salvation Army - Rental Assistance HOME-ARP – $308,353.00

    The project will provide Tenant-Based Rental Assistance, utility assistance, rental and utility deposits as needed to families that meet the status of HUD's Qualifying Populations.


Community Development Block Grant – CARES Act (CDBG-CV)

  1. 23106 Turning Points - CDBG-CV Non-Congregate Shelter #2 – $160,000.00

    The project will provide individuals and families experiencing homelessness due to the long-term effects of the Coronavirus Pandemic, matched with a permanent housing solution, a stable location in a non-congregate shelter (motel) while searching for housing.

  2. 23110 St. Vincent de Paul Cares - Safer Emergency Housing Alternative (SEHA) – $130,000.00
