MANATEE COUNTY, FL (December 20, 2024) - Manatee County Utilities Department is proud to announce the appointment of three outstanding leaders to key Deputy Director roles. Each of these staff members who have risen through the ranks brings a wealth of experience, dedication, and institutional knowledge to their new positions, ensuring the continued success and growth of the County’s essential services.
Nickolas Wagner, with over 24 years of dedicated service in wastewater operations, has been named Utilities Deputy Director, Distribution, and Collection. Wagner began his career with Manatee County in 2000 as a Utilities Maintenance Technician and has since demonstrated exemplary leadership, insight and dedication. His contributions have been crucial in advancing critical infrastructure projects, managing multi-million-dollar budgets and overseeing Capital Improvement Planning (CIP). A magna cum laude graduate of the University of South Florida with a degree in business administration, Wagner attributes his professional growth to the mentorship and support he has received throughout his career. Known for his family-oriented leadership style, Wagner prioritizes teamwork, collaboration and community service. Outside of work, he enjoys spending time with his family, coaching baseball and bowling (he boasts multiple perfect games!). His commitment to innovation and progress continues to make a lasting impact on the Utilities Department.
Albert Rosenstein, PE, is the new Utilities Deputy Director, Solid Waste. Rosenstein brings over 35 years of experience in civil engineering, maintenance, permitting and construction. A graduate of Florida International University, he has managed significant projects like the Ringling Bridge and spent 24 years with the Florida Department of Transportation (FDOT) overseeing multi-million-dollar programs and maintaining over 1,200 miles of state roadways.
Since joining Manatee County in 2013, Rosenstein has been instrumental in key infrastructure initiatives, serving as Operations Engineer and later Senior Project Engineer. Beyond his professional accomplishments, Rosenstein enjoys playing guitar in a local band and takes pride in his family, including a child working at the County’s water-treatment plant. His leadership and technical expertise will be essential in advancing the Solid Waste division’s goals.
Christian Collins, a seasoned professional with over 30 years in water and wastewater treatment, has been appointed Utilities Deputy Director, Treatment Facilities. With 28 years of service to Manatee County, Collins holds FDEP licenses in Water, Wastewater and Water Distribution. He has played key roles in launching major projects such as the Sodium Hypochlorite system, SCADA implementations, the Master Reuse System and the Biosolids Dryer Facility.
Collins' leadership has been pivotal in managing multi-million-dollar budgets and enhancing critical infrastructure. He has also overseen franchise hauling agreements and projects that have extended the landfill’s lifespan by over 21 years. Known for his expertise, Collins frequently presents at industry conferences and holds leadership roles in professional organizations. His vast experience will continue to drive the Utilities Department’s commitment to sustainability and innovation.
